Gerardo Daniel Cruz, 13, rests his hand on the mesh fencing that separates Tijuana, Mexico, form Border State Park in San Ysidro, Calif. Cruz and his family, who are from Rosarito, Mexico, paused at the fence and recalled that Gerardo had been on trips to the U.S. twice as a rewards program for academic achievement, to Disneyland and the San Diego Zoo,but that the program had been eliminated after the attacks of September 11th in New York and Washington.
