Joan Kloh, 51, has lived in and out of homelessness and battled substance abuse all of her adult life. Head injuries and broken bones due to falls, assaults, and infections caused her to run up more than $50,000 in public costs in medical bills in the first 6 months of 2010 alone. A Housing First program, Project 25, identified her as one of the city's most vulnerable and expensive frequent users of emergency services. She was offered housing and services in an effort to eliminate her use of the system, saving taxpayer money and possibly,her life.
