Raohl Hursh lays on an ambulance gurney, unconscious and intoxicated, three hours after being discharged against medical advice from the same ER for the same condition. Hursh is what city emergency workers call a "frequent flyer", a person who uses emergency services regularly, often without proper treatment of their ailments. It was Hursh's 20th visit to the Hillcrest emergency department in 30 days.
