Health Care 911
Joan Kloh, 51, searches for aluminum and plastic recyclables with her boyfriend, Chris Bloemendaal. The two have used can collecting as a way to earn money for years living homeless together. Kloh is a client in Project 25, a program that provides housing and services to the most notorious users of emergency services in the chronically homeless population. During her years on the streets, Kloh's experience was marked with hard drug use and severe alcoholism, leading to complications and head injuries that led to dozens of ambulance rides and ER visits. Since entering Project 25, Kloh has been sober for 6 months and been to the ER just once in that time, for an eye infection.
