Firefighter/paramedic Dave Stepp administers aide to Douglas Rickey after he suffered another seizure. Rickey was living in a social services complex where he was undergoing treatment for heroin addiction. While he was following program requirements, including doctor visits, his chronic seizures due to epilepsy continued to cause him multiple visits to the ER per month.
